Libya’s Oil Ministry Holds Talks with CCC and Jereh on Investment

Libya’s Ministry of Oil and Gas, based in Tripoli, announced today that its International Cooperation, Technical and Planning departments held a preliminary meeting with representatives of Consolidated Contractors Company and China’s Jereh Oil and Gas.

The meeting forms part of Libya’s drive to boost foreign participation in its energy sector.

Meeting Participants and Company Profiles

The Libyan side was represented by officials from the ministry’s International Cooperation, Technical and Planning departments. On the corporate side, the delegation included Magdy El‑Halawani, representing the CCC Group; Maysam Khaled, Acting Head of the CCC office; and Mr. Dennis Dai, Business Development Manager at Jereh Oil and Gas.

Jereh Group, formally known as Yantai Jereh Oilfield Services Group Co., Ltd., is listed on the Shenzhen Stock Exchange under the ticker SZSE:002353. It is a major Chinese manufacturer of oilfield equipment and provides integrated energy, gas engineering and environmental solutions.

Consolidated Contractors Company has maintained a long‑standing presence in Libya. For instance, it participated in an international joint venture alongside Brazil’s Odebrecht and Turkey’s TAV that was awarded the abandoned contract for the Tripoli International Airport development project in 2007.

Discussion Points and Objectives

The meeting aimed to explore prospects for cooperation and investment opportunities within the Libyan market. Discussions centred on establishing strategic partnerships and examining available investment avenues in Libya’s oil and gas sector. The stated aim was to support development, advance the sector and enhance the role of international companies in executing future projects.

Ministry’s Strategic Outlook

The Ministry of Oil and Gas said the preliminary meeting is part of its efforts to strengthen international cooperation and attract investment to Libya’s oil and gas sector. It added that the meeting aligns with its strategic direction to broaden cooperation with international companies and create an attractive investment environment, ultimately supporting the development of the oil and gas sector and fostering sustainable growth.

Representatives from both companies expressed their interest in entering and expanding their investments in the Libyan market, voicing their aspiration to establish a strong presence as leading players in the market to foster cooperation and achieve mutual interests.
