Participation in the 84th Session of the Executive Bureau
The State of Qatar, represented by the Ministry of Social Development and Family, attended the 84th session of the Executive Bureau of the Council of Arab Ministers of Social Affairs, which was held at the headquarters of the League of Arab States in Cairo. Qatar’s delegation was led by the Undersecretary of the Ministry, His Excellency Khalifa bin Issa Al Kubaisi.
National Social Development Strategies
He explained that Qatar’s participation aimed to reinforce Arab cooperation in social development and protection, and to back efforts that empower families and the most vulnerable groups. He stressed the need for stronger coordination among Arab countries to tackle accelerating social and development challenges, and for the creation of social policies and programmes that strengthen the social protection system, support family stability, empower vulnerable groups and promote comprehensive, sustainable development.
The Undersecretary outlined Qatar’s work to align its social development system with Qatar National Vision 2030 and the objectives of the Third National Development Strategy 2024-2030, which places people and families at the centre of development and emphasizes family cohesion, community participation and quality of life.
He noted that the Ministry of Social Development and Family Strategy 2025-2030, launched under the slogan ‘From Care to Empowerment’, marks a strategic shift toward sustainable social and economic empowerment, encompassing support for family stability, women’s empowerment, greater independence for vulnerable groups and expanded community partnerships.
International Commitments and Disability Rights
Regarding Qatar’s international role, His Excellency highlighted the importance of building on the outcomes of the Second World Summit for Social Development hosted in Doha and turning the commitments of the Doha Political Declaration on Social Development into concrete, implementable initiatives and programmes.
He stressed the value of strengthening partnerships, exchanging expertise and establishing follow‑up and social impact assessment mechanisms to achieve measurable results that improve the lives of individuals and families across Arab societies.
He reaffirmed Qatar’s commitment to promoting the rights of persons with disabilities and their inclusion in society, pointing out that the issuance of Law No. 22 of 2025 on the Rights of Persons with Disabilities is an important step in developing the legislative framework that supports their rights, ensures equal opportunities and access to services, and guarantees their active participation in all aspects of life.
In this context, he highlighted Qatar’s preparations to host the Fourth World Summit on Disability in 2028, underlining the need to unify Arab efforts, share successful experiences and practices, and devise policies and initiatives that empower persons with disabilities, thereby fostering more inclusive and equitable societies.
Conclusion and Outlook
Concluding his remarks, the Undersecretary expressed Qatar’s hope that the outcomes of the 84th session would advance joint Arab social action and help develop frameworks for cooperation and integration among member states, in support of Arab peoples’ aspirations for sustainable development and social well-being.
