Egypt Forum 2026 to Debate Cash-Linked Subsidies and Social Protection Reform

Egypt Forum 2026 will examine how to shift from in-kind aid to cash payments, proposing that subsidy amounts move with price changes and inflation so that recipients’ buying power is safeguarded, Prime Minister Mostafa Madbouly announced on Monday, 12 October 2026. The forum is organised by the Egyptian government as part of its national policy agenda.
Preparatory Meeting and Participants
The remarks came during a meeting convened to review the agenda for a session entitled “A More Effective Social Protection System.” The gathering, held as part of the preparations for Egypt Forum 2026, will take place in the New Capital from 19 to 24 October. Attending were Social Solidarity Minister Maya Morsy, Supply and Internal Trade Minister Sherif Farouk, Chairman of the National Organization for Social Insurance Gamal Awad, Assistant Finance Minister for the General Budget Ali el-Sisi, and officials from other relevant ministries.
Goals of the Social Protection Session
Madbouly said the proposed measures aim to advance social justice and give citizens broader freedom to select goods that match their real needs. He added that the meeting represented the second workshop to review the planned session, which will assess government actions to support various population groups, with special attention to the most vulnerable and low-income households.
Transparency, Public Input and Expected Outcomes
He stressed that the discussions must listen closely to citizens’ concerns and public opinion on an issue that directly affects daily life. The government pledged transparency and openness, Madbouly noted, and said the talks would cover challenges faced by the social protection sector in recent years as well as its objectives for the next phase. The aim is to produce outcomes that can guide official decisions, improve services for the public and ultimately raise quality of life and living conditions.
