In Kuwait, the Ministry of Communications signed a memorandum of understanding with the Kuwait Philatelic and Numismatic Society on Wednesday to improve the quality of postal issues, showcase national identity and preserve the country’s historical and cultural heritage, according to KUNA.
Objectives
The signing ceremony featured the ministry’s Acting Undersecretary, Engineer Meshal Al‑Zaid, and the society’s chairman, Dr Adel Al‑Abdulrazzaq.
Engineer Al‑Zaid explained that the pact supports the ministry’s goal of building stronger ties with civil society and specialist groups while drawing on national expertise for postal issues. He said it will enhance technical cooperation and the sharing of know‑how in stamp design and production, ensure that designs meet international standards and reflect Kuwait’s image, and raise the visibility of Kuwaiti stamps both regionally and globally. He added that stamps are viewed by the ministry as a national record of the country’s history, achievements and notable occasions, and as a cultural medium that highlights its landmarks and heritage. He also noted that the ministry will keep the authority to approve stamp designs and to issue them.
Society’s Role
Dr Al‑Abdulrazzaq described the agreement as a significant step toward employing specialist knowledge to develop postal matters and to safeguard the historical and cultural worth of stamps. He said the society will provide proposals and technical advice on stamp design and will help increase awareness of Kuwaiti postal issues among collectors inside Kuwait and abroad.
Cooperation Framework
According to the memorandum, the two parties will exchange expertise and technical advice and will work together to promote new stamp issues through the society’s platforms. The agreement imposes no financial obligations on either side.
