EU Budget Negotiations and Sanctions Expansion
Political tensions rose on Tuesday over the European Union’s upcoming long-term budget, with officials pushing to finalize the spending package before a series of unpredictable elections in several of the bloc’s largest member states scheduled for next year.
The EU budget, formally called the multiannual financial framework, is estimated to amount to roughly 1.2% of the 27-nation bloc’s gross national income, and is financed principally by the member states in proportion to the size of their economies.
“Ukraine received no early warning from its partners about a Russian ballistic missile strike on Kyiv in which five missiles hit civilian infrastructure,” President Volodymyr Zelensky said Tuesday in a post on X.
He described the barrage on the capital as “particularly vile,” and stressed that receiving intelligence from Ukraine’s partners on such ballistic missile attacks “helps save lives, and this is one of the most critical issues.”
EU officials announced on Monday that the sanctions list had been expanded by almost 1,600 new individuals and entities over Russia’s war on Ukraine, as it seeks to keep pressure on Moscow.
“This is the single largest expansion of our sanctions list since Russia started its war. Europe is again showing a united front. More than half are connected to the production chain for ballistic missiles,” EU foreign policy chief Kaja Kallas said.
Royal Visit to Spanish Enclaves and Regional Context
The monarchs kicked off their first visit to Ceuta on Tuesday, expressing solidarity with residents of the Spanish city in North Africa as they contend with a migration crisis that has strained ties with Morocco.
The royal couple will proceed to Melilla, Spain’s other North African exclave, on Wednesday. This marks the first visit by a Spanish monarch to the two cities since Juan Carlos I toured them in 2007.
Security Incidents: Black Sea, France Shooting, India Protests
Early Tuesday, Prime Minister Rumen Radev reported that drones had struck two ships in the Black Sea off Bulgaria, sinking one vessel and triggering emergency rescue operations.
He said that one crew member from the sunken ship was rescued, while no details were provided about the others aboard.
French police detained an armed 14‑year‑old pupil on Monday after a rare school shooting that left the principal and a teacher wounded.
The education minister remarked that the incident underscores the rise of “unbridled violence” in society.
The police department in the Bouches-du-Rhône region of southern France stated that the suspect’s motive remained unknown.
The boy taken into custody is a pupil of the Joseph Lakanal middle school in Aubagne, where the shooting occurred, police said. Aubagne lies about 15 kilometers (9 miles) east of the port city of Marseille.
In India, opposition parties marched toward the Supreme Court on Monday to protest a purge of voter lists they say favors Prime Minister Narendra Modi’s party, following a weekend crackdown in which police detained thousands of activists.
Opposition lawmakers and their supporters sought to submit a petition to the chief justice calling for the resignation of Chief Election Commissioner Gyanesh Kumar.
Ukraine Energy Strikes and Diplomatic Exchanges
Ukrainian officials said on Monday that Russia has continued to strike the country’s energy facilities even after U.S. President Donald Trump announced a day earlier that the warring sides had agreed on an “energy ceasefire” in the 4 1/2-year-old war.
A statement issued on Monday by the Regional Prosecutor’s Office of Kharkiv in northeastern Ukraine said that Russian forces had struck an energy facility on the outskirts of the city.
He added that, although he had “welcomed” the announcement, Russian attacks on energy infrastructure continued in both Kyiv and Kharkiv.
The Kremlin reported that President Vladimir Putin had informed Donald Trump of Iran’s stance on a prospective Middle East peace agreement.
He urged Ukraine to “get a new leader” after Zelensky criticised the United States for relaxing sanctions on Russian diesel, noting that Trump himself is under pressure from rising fuel costs ahead of the midterm elections.
