Afghan Foreign Minister Meets Qatari Envoy in Kabul

Afghanistan: Minister of Foreign Affairs in the Caretaker Government HE Mawlawi Amir Khan Muttaqi met on Tuesday with the Ambassador of the State of Qatar to Afghanistan HE Dr. Mirdef bin Ali Al Qashouti.

Meeting Details

During the talks, the two officials reviewed the latest developments in Afghanistan and explored ways to provide support to the Afghan people.

Privacy Notice Overview

The notice begins with a welcome message and explains that personal data may be stored, accessed or shared with 206 partners, or used directly by the site, and that precise geolocation information may be employed by the site and its partners. It states that a list of partners is available.

It notes that some vendors may process personal data on the basis of legitimate interest, and that users can object by adjusting their options via a link at the bottom of the page or in the site menu to manage or withdraw consent in the privacy and cookie settings.

Under the heading “Data preferences” it explains that users can choose how their personal data is used and that vendors request permission for various activities.

The notice describes that cookies, device or similar online identifiers (for example login‑based, randomly assigned or network based identifiers) together with other information such as browser type, language, screen size and supported technologies may be stored or read on a device to recognise it when it connects to an app or website, for one or several of the purposes presented.

It states that advertising shown on the service may be based on limited data such as the website or app in use, non‑precise location, device type or the content with which the user is (or has been) interacting, for instance to limit how often an ad appears.

Information about user activity on the service, such as submitted forms or viewed content, may be stored and combined with other data about the user (for example earlier activity on this service or on other sites or apps) or with data from similar users, to build or improve a profile that might include possible interests and personal aspects; this profile may later be used to present advertising that is more relevant to those interests, by the service and other entities.

Advertising presented on the service may be based on advertising profiles that reflect the user’s activity on this service or other websites or apps (such as forms submitted or content viewed), possible interests and personal aspects.

Activity information (for instance forms submitted or non‑advertising content viewed) may be stored and combined with other data about the user (such as prior activity on this service or other sites or apps) or with similar users, to build or improve a profile that might include possible interests and personal aspects; this profile may later be used to present content that is more relevant to those interests, for example by adjusting the order in which content appears so that it is easier to find material matching the user’s interests.

Content shown on the service may be based on content personalisation profiles that reflect the user’s activity on this or other services (such as forms submitted or content viewed), possible interests and personal aspects, and may be used to adapt the order of content presentation to make it easier to locate non‑advertising material that matches the user’s interests.

Data concerning which advertising is shown and how the user interacts with it can be used to assess how well an advertisement performed for the user or others and whether the advertising goals were met, for example by checking whether the ad was seen, clicked, led to a purchase or a site visit; this helps evaluate the relevance of advertising campaigns.

Information about which content is presented and how the user interacts with it can be used to determine whether non‑advertising content reached its intended audience and matched the user’s interests, for instance by checking whether an article was read, a video watched, a podcast listened to or a product description viewed, how long the user spent on the service and which web pages were visited; this assists in understanding the relevance of non‑advertising content shown.

Reports may be generated by combining data sets such as user profiles, statistics, market research and analytics data regarding the user’s interactions and those of other users with advertising or non‑advertising content, to identify common characteristics, for example to determine which target audiences are more receptive to an ad campaign or to certain types of content.

Information about user activity on the service, such as interaction with ads or content, can be useful for improving existing products and services and for developing new ones based on user interactions and audience type; this particular purpose does not involve the creation or refinement of user profiles or identifiers.

Content presented on the service may be based on limited data such as the website or app being used, non‑precise location, device type or the content with which the user is (or has been) interacting, for instance to limit how often a video or article is shown.

User data may be employed to monitor for and prevent unusual or possibly fraudulent activity (for example regarding advertising or ad clicks by bots), to ensure that systems and processes operate properly and securely, and to correct any problems that the user, the publisher or the advertiser might encounter in the delivery of content and ads or in the interaction with them.

Certain information such as an IP address or device capabilities may be used to guarantee technical compatibility of content or advertising and to facilitate the transmission of content or ads to the user’s device.

The choices made regarding the purposes and entities listed in the notice are stored and made available to those entities as digital signals (for example a string of characters) so that the service and the entities can respect those choices.

Activity information on the service may be matched and combined with other data relating to the user that originates from various sources (for instance activity on a separate online service, use of a loyalty card in‑store, or responses to a survey) to support the purposes explained in the notice.

In support of those purposes, the user’s device may be regarded as likely linked to other devices belonging to the user or the user’s household (for example because the same service is accessed on both a phone and a computer, or because the same Internet connection is used on both devices).

A device may be distinguished from other devices by information it automatically sends when accessing the Internet (such as the IP address of the connection or the browser type) in support of the purposes outlined in the notice.

With the user’s consent, precise location (within a radius of less than 500 metres) may be used to support the purposes explained in the notice.

The notice then describes how the consent management platform (CMP) works, covering CMP privacy choices and vendor preferences, and notes that vendors can use data to provide services and that declining a vendor prevents it from using the shared data.
