Iraq’s National Investment Commission Reviews $250 Million Kempinski Hotel Plan

Project Overview

According to a statement from Iraq’s National Investment Commission, as reported by IraqiNews.com, the commission is examining a proposal for a $250 million luxury hotel complex that would be operated by the international brand Kempinski. The discussions followed meetings with a team led by Iraqi businessman and banking investor Jawad Al‑Kassab. NIC Chairman Adel Dakhil Mohammed al‑Yasiri held talks with Al‑Kassab and his partners to explore opportunities in the country’s hospitality sector.

The preliminary vision calls for a hotel and residential development on a plot of about 20 to 30 dunams. The complex would include guest rooms, private villas, serviced residential units, as well as conference and event facilities. The exact location has not been identified, and the initiative remains at the negotiation stage, with no timetable or formal investment agreement yet announced.

Investor Profile

Jawad Al‑Kassab brings extensive experience in global property development and hotel investment. He is the founder and chairman of Jawad Al Kassab International Holding Group, which holds assets across the Middle East, Europe and North America. His portfolio already features the Kempinski Hotel Ishtar Dead Sea and the Kempinski Hotel Aqaba in Jordan, together with holdings in Saudi Arabia, Switzerland, Canada and the United Arab Emirates.

Inside Iraq, Al‑Kassab has been involved in the Al‑Kawthar residential project in Babil governorate, underscoring his long‑standing role in the nation’s housing and construction industries. Beyond real estate, he chairs the board of Arab Bank Iraq, linking his investment activities to the expansion of the country’s private banking sector. The bank began operating as a private Iraqi shareholding company in 2025 after receiving its final banking licence in 2024, and it has established its headquarters in Baghdad’s Jadriyah district while announcing plans to expand its branch network and digital services.

Regional Context and Next Steps

Should the Kempinski venture proceed, it would represent another notable hospitality investment in Al‑Kassab’s Iraqi portfolio. The NIC said it stands ready to support and facilitate the process, reflecting Iraq’s aim of attracting private investment in tourism, hotels and supporting infrastructure.
