Libyan HoR Speaker Urges Central Bank to Halt Foreign Exchange Surcharge Based on Expired Decision

Libya’s House of Representatives spokesperson said yesterday that Speaker Al‑Salheen Abdel‑Nabi had sent an official letter on Thursday to the Governor of the Central Bank of Libya and his deputy.

HoR Speaker’s Letter to Central Bank

The letter concerns the continuation of Decision No. 15 of 2024, issued by the previous speaker of the House of Representatives, which imposed a tax on the official exchange rate of foreign currencies.

Legal Basis of the Exchange Rate Tax

The spokesperson explained that the letter confirmed that ‘‘the fourth article of the decision has set its validity period until December 31, 2024, and that the continuation of the application of its provisions after this date, without a new legal basis, is considered a violation of the provisions of the law and lacks a legal basis’’.

Call for Immediate Action

He added that the speaker urged the central bank governor and his deputy to take urgent measures to stop and cancel any increase in the official exchange rate that is based on the aforementioned decision.

Belhaq stressed that this correspondence is part of the House of Representatives’ follow‑up on compliance with existing legislation and decisions, and aims to ensure that financial measures are not kept in force after their legal period has expired.
